该片以报告文学《根本利益》中的主人公-----山西运城县纪委副书记、 有"百姓书记"之称的梁雨润为原型，塑造了"杨书记"的形象。扮演"杨书记"的是著名喜剧小品演员郭达，他将这位"戴着官帽的农民"、把老百姓当父母去孝敬的 "儿女官"诠释得淋漓尽致、真实感人。影片《信天游》与以往主旋律电影不同，它将镜头对准了中国9亿农民。冯小宁表示："我用真人真事真报道的方式，把镜头对准了最朴实的农民，对准了一个农民官。"受电视栏目《焦点访谈》的启发，冯小宁尝试一种"报告电影"的样式，采用了"全主观"的拍摄手法，把"我"这个角色完全处理在画面之外。冯小宁说，这部片子要达到的效果不是"喜盈门"，不是让农民们 看到自己周围发生了什么事，而是让全社会关注农民。
